This license must be obtained when you use Scott Fagan's copyrighted music on a recording of any kind. The rate is set by Congress at $.085-cents per song, per copy (12-cents per song, per copy for videos/DVDs)irregardless of whether or not the copies you make are distributed and/or sold. ($25.00 minimum)

Who Needs a Mechanical License?

If you manufacture and distribute copies of a song or songs that you did not write and you did not already make an agreement with the song's publisher, then you must obtain a mechanical license according to requirements under U.S. Copyright Law. You must obtain the Mechanical License from the Copyright owner regardless of whether or not you plan to sell the copies you make.

When you record and distribute your own compositions, then you do not need a mechanical license. If the song you want to record and distribute is in the "public domain" then you do not need a mechanical license. Public domain songs do not require license authority.
